简要规格描述或项目基本概况介绍、用途：本次养护项目为2010年后建设和改造完成的农村及部分老旧小区雨污水、户内外管网和设施，进行养护管理工作。按照上级和管理部门要求，根据排水管网设施养护相关技术标准。对宣桥镇农村地区和部分老旧小区雨污水管网设施设备进行养护相关工作，包括管网设施巡查、管道检修、疏通、窨井清捞、检修，井盖缺损的更换、补足，一体式泵站及处理装置的运行维护等相关工作，配合管理部门及时处置相关投诉工单，确保排水通畅，实现镇域内污水管道各类设施安全良好、规范齐全、通(运)行状况良好；具体详见招标文件内采购需求。            

Brief specification description or basic overview of the project: This maintenance project is aimed at managing the rainwater, sewage, indoor and outdoor pipelines, and facilities in rural areas and some old residential areas that have been constructed and renovated since 2010. According to the requirements of superiors and management departments, and in accordance with the relevant technical standards for the maintenance of drainage network facilities. To carry out maintenance related work on the rainwater and sewage pipeline facilities and equipment in rural areas and some old residential areas of Xuanqiao Town, including pipeline facility inspections, pipeline maintenance, dredging, manhole cleaning and maintenance, replacement and supplementation of manhole cover defects, operation and maintenance of integrated pump stations and treatment devices, and other related work. To cooperate with the management department to timely handle relevant complaint work orders, ensure smooth drainage, and achieve safe and good, standardized and complete sewage··

(c)Specific qualification requirements for this program: 3.1 Comply with the provisions of Articles 7 and 8 of the Shanghai Municipal Government Procurement Service Management Measures. 3.2 This project is specifically designed for procurement by small and medium-sized enterprises; 3.3 Not included in the list of dishonest persons subject to enforcement on the Credit China website (****** gov.cn), the list of major tax illegal dishonest entities, and the list of serious illegal and dishonest behavior records in government procurement on the China Government Procurement Network (****** gov.cn) [based on the credit records within the past 3 years before the deadline for submitting the first response documents].

1、服务期限的说明及承诺
① 本项目服务期限：2025年09月01日至2026年08月31日
② 由于项目资金下拨时间的限制及招标周期的原因，本次招标工作完成前的服务由原单位继续履行。在此期间所产生的服务费用，待项目招标完成后由中标单位按中标单价和原单位实际提供的服务内容按实结算，支付给原服务单位相应的费用。
③ 以上①条和②条为实质性响应条款，供应商须在响应文件中对此作出书面承诺，否则将被视作未实质性响应招标文件的要求，作无效标处理。
2、开标所需携带其他材料：
（1）投标代表人授权委托书原件(投标代表人需为本单位员工，授权委托书需加盖单位公章和法人章)、有效的身份证原件和复印件(双面并加盖公章)、近3个月单位社保证明（加盖单位公章）。
（2）招标文件规定需要的提交纸质投标文件及电子文件。
（3）无线3G或4G上网卡、数字证书（CA证书）及可无线上网的笔记本一台（笔记本电脑提前确认是否浏览器设置、CA证书管理器下载等，确保和CA证书匹配可以正常登陆上海政府采购网）。
